The source did not state who this applies to in practice.
Graded across the dimensions that decide whether you should act, each from what the source actually supports. There is no single score, and where a dimension was not assessed it says so.

What is missing. This record has no bottom line, key findings, reported figures, evidence dimensions. That is a gap in the analysis, not a judgement about the study.
The study studied the relationship between thyroid status and metabolic parameters in children 12-15 years old with obesity of II-III degree. It was found that 52.8% of obese children showed a decrease in the functional activity of the thyroid gland, determined using the integral thyroid index (ITI), while the levels of TSH and thyroid hormones were within the reference values. Significant correlations of ITI with BMI and metabolic parameters, including insulin resistance, were revealed. The novelty of the work consists in demonstrating a greater sensitivity of integral thyroid indices compared to isolated hormone indicators, to detect subclinical thyroid dysfunction. These data indicate an interest of the thyroid gland in the formation of obesity and cardiometabolic risks, which is an additional argument in favor of the need to reduce body weight.
